About UPSC CIVIL Services | संघ लोक सेवा आयोग

UPSC ( Union Public Service Commission) or संघ लोक सेवा आयोग India’s one of the prestigious examinations for appointment to the services of the Union. All India services and group A & group B of Central services come under this commission. The commission is mandated by the Part XIV of Constitution of India for appointments to the services of the Union and All India Services.

The parent department of the commission is Government of India. UPSC reports directly to the President and also can advise the Government, although such advice is not binding on the Government. UPSC is amongst the few institutions which function with both autonomy and freedom, along with the country’s higher judiciary and lately the Election Commission. Some constitutional articles that are mentioned in constitution of India which mandate commission working.

India’s Constitution Provision for UPSC

Article-315 : Public Service Commissions for the Union and for the States.
Article-316 : Appointment and term of office of members.
Article-317 : Removal and suspension of a member of a Public Service Commission.
Article-318 : Power to make regulations as to conditions of service of members and staff of the Commission.
Article-319 : Prohibition as to the holding of offices by members of Commission on ceasing to be such members.
Article-320 : Functions of Public Service Commissions.
Article-321 : Power to extend functions of Public Service Commissions.
Article-322 : Expenses of Public Service Commissions.
Article-323 : Reports of Public Service Commissions.

UPSC History

In 1923 the Royal Commission on the superior Civil Services in India was set up under the chairmanship of Lord Lee of Fareham by the British Government. The commission contains equal numbers of Indian and British members submitted its report in 1924 and leads to setting up of a Public Service Commission. According to The Lee Commission divided the jobs openings in three parts 40% British, 40% Indians(directly recruited) and rest 20% Indians promoted from the provincial services.

On 1 October 1926 under the chairmanship of Sir Ross Barker, the establishment of the first Public Service Commission takes place. Initially a mere limited advisory function was granted to the Public Service Commission and which become the hot topic amongst the leaders of the freedom movement. After continually stressed over the topic resulted in the setting up of a Federal Public Service Commission under the Government of India Act, 1935.

After Independence of India The Federal Public Service Commission became the Union Public Service Commission. The commission get its constitutional status under The Constitution of India on 26 January 1950.
